Challenge

The California Department of Motor Vehicles (DMV) is seeking a flexible and scalable Platform as a Service (PaaS) solution to provide workflow-based process optimization for our legacy Occupational Licensing (OL) applications.
The State will utilize a three (3)-phased approach in its Solicitation process that will include multiple submissions and evaluations to determine the most qualified respondent to implement DMV’s Occupational Licensing (OL) program--the first stage of DMV’s Digital eXperience Platform (DXP) Project. 

Solicitation Phase 1:
During the first phase of this solicitation, DMV will seek to enter into a Proof-of-Technology (POT) with two (2) vendors who are system integrators (SI) with valid and verified partnerships with Salesforce, ServiceNow, or Microsoft Dynamics.  Each prospective Bidder will supply one (1) of the three (3) products listed, to enable DMV to evaluate the best technology among the set.  The top two (2) Bidders will be selected during the Solicitation Phase 1 to move forward to the next phase.

Solicitation Phase 2:
The second phase of this solicitation will require the two (2) Bidders (selected from Solicitation Phase 1)  to participate in the POT to develop and demonstrate their chosen PaaS platform and consulting capabilities for a small subsection of DMV’s OL functions.  The two (2) Bidders' POTs will be evaluated, and the top Bidder will be invited to move forward to the next phase.

Solicitation Phase 3:
The final phase of this solicitation will involve negotiations between the State and the selected SI Bidder and will result in a Contract for a full redesign of DMV’s OL systems using the selected PaaS. 

Background

DMV legacy systems support the provision of services to millions of California residents through 188 field offices (FO) (Inspections-16, Driver Safety-17, Industry Business Centers (IBC)-10), 3 contact centers, 186 auto clubs (AC), and over 5,900 business partner (BPA) locations throughout the State. DMV services provide a means to assess and collect the regulated fees and taxes that support many state, local, and city transportation agencies and departments. This POT effort will focus on occupational licensing requirements. The selected technology—the PaaS solution proving to be the best during the challenge phase--will serve as the basis for a larger contract to modernize OL legacy applications. The selected PaaS will ultimately serve as the platform for the replacement of DMV’s legacy VR, Control Cashiering (CC), and DL legacy systems during subsequent DXP project phases. These legacy systems, whose replacement is crucial, provide services and information to other government agencies, including law enforcement, the courts, and other State agencies.  

Requirements & Outcome

DMV will implement a contractor-provided (“PaaS”) platform solution for OL dealer-oriented business processes that meets all administrative and technical requirements and includes the following:  

  • Internal and external interfaces, reporting, data access capabilities, as needed 
  • A centralized database 
  • Secure storage at a centralized location with a backup at a separate site 
  • Secure storage and transmission of data and secure, robust audit and tracking capabilities at the individual user level 
  • Compatibility with state, federal, and DMV architecture standards 
  • Ability to integrate with Amazon Web Services, DocuSign, and customer text and chat services  
  • Provision for the ongoing support of the entire system throughout the life of the Contract

Only the Phase 1 Responses of Bidders who have submitted an Intent to Bid and Bidders' Library Confidentiality Statement AND have a fully approved Electronic Vendor Application of Qualifications (eVAQ) on file with the California Department of Technology by the Phase 1 Response submission due date/time will be evaluated.
